With reference to Mr. Long's Despatch

No. 289 of the 21st. November, 1918, I have the honour to state that, owing to the indisposition of Mr. D. Jaffé, Public Works Department, and the improbability of his immediate return to the Colony, I have appointed Mr. J. Duncan, First Grade Assistant Engineer, to act as Second Grade Executive Engineer during Mr. Jaffé's absence. Mr.. Duncan will draw salary in the acting appointment according to the usual rules.

Mr. Duncan's duties will be mainly con-

-cerned with the Praya East Reclamation Scheme which formed the subject of my Despatch No. 365 of the 21st. October, 1913, and which would have been entrusted to Mr. Jaffé had he

returned. In view of the magnitude of this work, and the great responsibility attaching to its proper completion, I recommend the grant to Mr. Duncan while so employed of duty

pay at the rate of £120 a year in lieu of his present duty

pay of £50 a year, being the equivalent of half the special

aliowance of £240 per annum, which was granted to Mr. Jafré

as Special Engineer in Mr. (now Viscount)Hercourt's Despatch

No. 151 of the 25th. May, 1912.
